Simple vs. Complex Proposal Structure

PandA was designed to accommodate all the proposal and award scenarios possible at UCAR. To meet this need, two proposal types are available for selection: "Simple" and "Complex".

In most instances, proposals will fall within the "Simple" workflow type which include:

  • Single Lab or Program Proposal (Note that this structure can be used for proposals with multiple tasks.)

or

  • Multi-Lab or Multi-Program Collaborative Proposal within the same Entity (NCAR or UCP)

This Proposal Type may also be selected for a cross-entity proposal when the collaborating entity's level of effort is not significant (for example, less than 10% of a single staff person's time or 10% of the cumulative time of all staff to be charged in given fiscal year), a single budget may be submitted with all activity bearing the UCP or the NCAR overhead rate. The budget should include NCAR Computing Service Center (CSC) charges, if applicable. NCAR staff may charge to a UCP account key, and UCP staff may charge to an NCAR account key.

In rare instances, two "Complex" workflow types are available for selection in the following cases:

  • Cross-Entity Collaborative Proposal - At least one NCAR Lab and one UCP Program propose significant collaborative effort* on the same proposal. The lead organization will create both a Proposal and at least one Project in PandA.  The other collaborating organization will enter at least one Project under the parent "Proposal". Budgets and PACUR will be entered at the Project level and be routed for approvals through their Entity's process. The Projects including budgets will roll-up to create the Proposal for Submission to Sponsor.

or

  • Multi-Project Proposal - A single proposal is funded by more than one sponsor and funding levels by agency are determined by the administering agency program manager.  A Complex Proposal will likely be entered initially with placeholders at the Project levels. Based on funding distribution direction from the administering agency program manager, Projects and their associated Budgets by agency will be created. Ultimately, Awards will correspond to each of the Projects.
