1.1 Internal Title

The Internal Title should be a unique reference to the Proposal within the system.  This title will not appear on the formal proposal submission documentation, but will appear on the PandA Workspaces.

1.2 Proposal Title

This is the formal Proposal Title which will be submitted to the sponsor.  The Proposal Title will be used on the SF424 form and cover letter if submitting via Grants.gov

Key search terms may include acronyms, models, or projects that may not be included in the title.  These will be searchable in a future iteration.  

1.4 Principal Investigator (PI):

Every Proposal requires the selection of one UCAR/NCAR/UCP employee responsible for the role as Prinicpal Investigator (PI) for the institution.  If the PI initiates the Proposal, the selection will default to that PI.  In all instances, this selection can be overidden. 

1.5 Entity and Labortory/Program Selection -  The selection of the lead UCAR orgranization here will drive the following:

  • Various approvals that are required throughout the workflows will differ between UCP and NCAR
  • PACUR requirements
  • The Indirect Cost (IC) rates and UCAR Fee applied to every budget associated with either the Proposal or Project
  • NCAR Proposals or Projects will have the option of creating Co-Sponsorship budgets while UCP's will not
  • All security permissions and requirements associated with user roles
  • Which users are available to be added as PAs to the Proposal or Project on the Administrative Support Team Form page
  • Which staff are automatically available to be added to the salary grids of an associated budget based on selecting the home organization
  • If a user has a joint appointment, the user has the option to reselect the home organization for a specific proposal

The Entity field will become read only once the user has saved the first page of the Proposal Form and has created the proposal record. If at any point the entity must be changed once the page has been saved, the Proposal must be withdrawn and a new Proposal created.


1.6 Select Proposal Structure-SIMPLE OR COMPLEX

Note: If you are unsure as to which structure fits your Proposal, please contact the administrator or entity budget office for guidanceThe Proposal Structure selected becomes read-only field when the Proposal has been approved for feasibility.


If the user chooses either “Single Lab/Division or Program Proposal” OR “Multi-Lab/Division or Multi-Program Collaborative Proposal” the Proposal will be initiated with the SIMPLE structure and follow the Simple workflow.  This structure does allow for the creation of multiple budgets which can be rolled together for submission to sponsor as is common for task order proposals. Additionally, if cross entity collaboration (NCAR and UCP) is within the 10% level, then this can be the appropriate structure to select.

If the user chooses either “Cross-Entity Collaborative Proposal” or “Multi-Project Proposal” the Proposal will be initiated with the COMPLEX structure and follow the Complex Proposal/Project Workflow. Most typically, this will be selected when NCAR and UCP each share a significant piece of the full proposed effort. In rare circumstances, this may be selected when multiple sponsors are expected to provide funding under a single award. In a complex proposal, multiple projects which will include proposal elements, budget, and PACUR will be created and then rolled together into a single proposal submission to sponsor once the workflow is completed at the Project level. A lead UCAR organization must be designated and will be responsible for the overall proposal coordination and submission.  They will also coordinate with each participating entity budget office and other collaborating division/lab/program administrators.  


1.7 If other Labs or Programs are involved, please list them all.
 
By selecting other Labs or Programs here, the user will be allowed to add Proposal Team Members and Administrative Staff from the selected organization(s) on the subsequent pages.

1.8 Proposal Type: Defines Funded or Unfunded


The system manages two Proposal Workflows determined by whether funding is requested or not. Note that Umbrella Agreements are negotiated to define terms and conditions for an overarching award and then funded task orders are proposed and awarded under the Umbrella Agreement. Unfunded proposals will not require a feasibility review, no budget will be required though the functionality is available, and not budget is submitted to the sponsor.
