WHAT DETERMINES PACUR FOR UCP?

SIMPLE PROPOSAL-UCP


The “Funding Opportunity Type” on the “Funding Opportunity Information” SmartForm page equals either “Open Solicitation” or “Broad Agency Announcement”.
AND the “Estimated Budget Amount” on the “Budget Periods” SmartForm page equals “Over $100K”.


COMPLEX PROPOSAL-UCP


The Entity is driven by the attribute on the “Project General Information” SmartForm page.
The “Funding Opportunity Type” on the “Funding Opportunity Information” SmartForm page at the PROPOSAL level equals either “Open Solicitation” or “Broad Agency Announcement”.
AND the “Estimated Budget Amount” on the “Project General Information” SmartForm page at the PROJECT level equals “Over $100K”

 

Exceptions:

When the Proposal follows the Zero Dollar Workflow, the system will not allow creation of a PACUR for UCP.

When the UCP Program is not the lead, the Non-Core designation flows down from the lead. For example, if a university is responding to an open NSF solicitation and will provide a subaward to UCAR, this is considered to be Non-Core because ultimately we are part of a response to an Open Solicitation.

When NCAR is the lead on a cross-entity (Complex structure) Proposal with UCP, the NCAR PACUR guidelines will apply.


PACUR-Qualifying Proposals with 3c or 3d Levels of Collaboration


PACUR-qualifying proposals with either university collaboration without funding to/from a university partner, or with no university collaboration, must be reviewed and approved by a President’s Council member prior to proposal submission.


Definitions:


UCP Non-Core:  All competitive proposals with an open solicitation or announcement from a funding agency that are focused outside the scope of the sponsor agreements that form the Core of each UCP program.

UCP Core: Activities that support the Core objectives of the program. Includes Invited and other non-competitive proposal activities.
